Cindy Rodriguez Singh, a 40-year-old Indian-American woman, has been added to the FBI’s Ten Most Wanted Fugitives list for the alleged murder of her six-year-old son, Noel Rodriguez-Alvarez.

She is the 537th person ever to appear on this notorious list and one of only a handful of women to be included. The FBI has increased the reward for information leading to her arrest from $25,000 to $250,000 as authorities intensify their search.


Disappearance of Noel Rodriguez-Alvarez

Noel Rodriguez-Alvarez, who suffered from a chronic lung disease and required oxygen, was last seen in Everman, Texas, in October 2022, shortly after his twin sisters were born. His disappearance went unnoticed for several months until March 2023, when the Everman Police Department conducted a welfare check following an anonymous tip. During the check, Cindy Rodriguez Singh claimed Noel was in Mexico with his biological father, but investigators found no evidence to support this.

Charges and Allegations

In October 2023, a Tarrant County grand jury indicted Cindy Rodriguez Singh on charges of capital murder, injury to a child, and abandoning a child without intent to return. Investigators allege that she believed her son was “evil” and “possessed by a demon.”

Witnesses reported that Noel appeared malnourished, unhealthy, and had not been enrolled in school. Police allege that Rodriguez Singh regularly withheld food and water from Noel, especially when she became frustrated with his soiled diapers. Family members also confirmed patterns of neglect and abuse.

Ongoing Search and International Efforts

Authorities believe Rodriguez Singh is currently in India, and US law enforcement is working with international partners to locate and extradite her. The FBI has urged anyone with information about her whereabouts to come forward, emphasizing the importance of public assistance in such cases.

“The disappearance and suspected death of Noel Alvarez is still fresh in the minds of everyone in Everman as well as throughout North Texas,” said FBI Dallas Special Agent in Charge R. Joseph Rothrock.
The case remains open, and the FBI hopes that increased publicity and the substantial reward will lead to Rodriguez Singh’s arrest and her return to the US to face charges.
